i plan to give birth at the hospital, not really a birth plan

I'm very new to this but want to have my baby at home preferably. I'm not versed on a birth plan yet and would like to talk things out with someone so I can get a better understanding of my own wants/needs during this time.

I'd like to give birth at home with a CNM or birth center or hospital with a CNM. Budget is around 6-7k. I want an unmedicated natural birth with limited tearing as much as possible with a tub! but also the ability to move around.

Prefer to give birth in a center or hospital but possibly open to home birth . I will be 41 at time of birth. I have two previous children born when I was 37 and 38. I am obese and had some hypertension with both pregnancies. No preeclampsia and no medication other than right after 2nd birth. I plan on giving birth in a hospital without any epidural, ive had pain ever since my first child and this is my fourth, i prefer to go ahead and do without it this time around. I dont want anything that is unnecessary unless I absolutely need it i just want a natural birth and to be able to control myself and handle the pain throughout with some help. I cant really afford to pay someone but looking to see if maybe my insurance covers this type of service I have never had a midwife before and have hear good things. Im not too sure on my birth plan specifically I do have some things I do or dont want for me and baby dueing my labor and after he is born but I dont really have a list per say.
